What is the Capital Area RHIO?
A Regional Health Information Organization (RHIO) is an entity that establishes and operates a Health Information Exchange (HIE). An HIE is the infrastructure that transmits clinical data between, hospitals, physician practices, radiology centers, laboratories, and other health care organizations. The Capital Area RHIO will facilitate access to clinical data in many ways:
- Routing laboratory, radiology and other results and reports to ordering and authorized physicians using secure, electronic systems that include a provider directory, interface engines, a Master Patient Index (MPI) and data standards transformation capacity.
- Clinical Messaging functionality that allows physicians to make referrals electronically.
- ePrescribing users will be able to create new prescriptions and order refills electronically. Formulary, contraindications and allergy alerts provide decision support to licensed prescribers.
- Using a secure web-based product to identify, locate and present virtual health records to authorized users.
The Capital Area RHIO will facilitate transmission of information to physician practices through: secure web-based clinical messaging systems, direct interface to Electronic Medical Records (EMR) or transmission to a designated line printer or fax machine.
Data transmitted through the Capital Area RHIO will be retained in institution-specific databases within a hybrid federated clinical data system to ensure institutional control over data use. Data use and access will be managed to assure privacy and security of clinical information.
